The Psychoactive Substances Bill, Law Enforcement and NPS in Prison: Problems and Solutions

The fourth seminar in this series focuses on the new Psychoactive Substances Bill, law enforcement and novel psychoactive substance use in prison. The practice of implementing an effective NPS/HED policy and policing strategy has proved problematic. These problems are exacerbated by internet trading and the problems facing the police and forensic science providers analysing and detecting NPS. The use of NPS in prison has also proved problematic for HM Prison Service, thus this seminar aims to ask questions about the problems NPS/HED pose to law enforcement officials and the prison service, particularly in light of the provisions contained in the Psychoactive Substances Bill.
Speakers include Detective Inspector Dinlle Francis (National Police Chief’s Council, New Psychoactive Substances Working Group), Nick Hardwick (Her Majesty’s Chief Inspector of Prisons), Audrey Carmichael (Home Office, CAST) and Dr James Martin (Macquarie University, Australia).
